Art soothes the troubled soul and so in times of distress and despair the world turns to artists for solace and hope. The COVID-19 pandemic, however, has brought about an unprecedented situation. The lockdowns and the rules of social distancing have affected everyone, from big business to small tea stalls, and the artistes — folk musicians, artisans and craftsmen — have been among the hardest hit. And it is the plight of these indigenous artistes that Prabha Khaitan Foundation has been trying to bring to highlight and heal. Prabha Khaitan Foundation has always been dedicated to the overall development of the social, cultural, welfare and humanitarian aspects of Indian society.

While everyone was battling the worldwide crisis posed by the COVID-19 pandemic in their own way, the Foundation’s Managing Trustee, Sundeep Bhutoria, wrote a letter to Prime Minister Narendra Modi, with a copy to Prahlad Singh Patel, Minister of State for Culture and Tourism (IC), seeking urgent intervention to address the plight of the thousands of poor craftsmen and artistes earning their livelihood through the promotion of Indian art, culture and heritage. Creating a voice for the voiceless, Bhutoria wrote on behalf of the several local artisans, folk artistes and others throughout the country, who are engaged in their traditional craft. These poor, unsung torch-bearers of India’s rich cultural legacy barely manage to make ends meet, even in normal times. In the face of this pandemic, these innumerable struggling artisans, cultural workers, and craftsmen have been enduring immense hardship. These artisans and their families are now in desperate need of governmental support to sustain them and keep their traditional crafts and skills alive. The crisis caused by the coronavirus outbreak threatens to wipe out vast swathes of India’s cultural legacy and the heritage built by these tireless cultural ambassadors over thousands of years.

It was with great excitement and relief that Bhutoria received a response to his letter. Prahlad Singh Patel delivered a message of hope and an assurance that the government would take suitable measures to support these folk artistes and artisans facing incredible strife in the wake of the pandemic. The Government of India has already instructed the Regional Cultural Centres across the country to prepare a list of such artists so that they can provide them with all necessary assistance.

The Ministry of Culture, Government of India, has also advised all its zonal offices to extend aid to artists who may not be registered with the Ministry but who are impoverished due to the pandemic. He also wrote to the directors and the chairpersons of the Cultural Centres individually, promising assistance from Prabha Khaitan Foundation and its associates in any endeavour to alleviate the plight of the country’s creative foot soldiers. The Foundation extends its gratitude to Maneesh Tripathi, Member of the National Cultural Fund, and Shazia Ilmi, spokesperson for the Bharatiya Janata Party, for their enthusiastic support and dedication to the cause. The Foundation has been doing its bit as well. It is in contact with numerous artists and craftsmen who are not listed with the zonal centres, and has undertaken much collaboration for the benefit of several needy artists. In a humble attempt to provide a few of these artists with direct financial benefit during this critical time, the Foundation has started Lockdown Live — a series of online events in the states of West Bengal, Punjab, Bihar, Gujarat, Rajasthan, Uttar Pradesh and Chhatisgarh, where an artist performs “live” and Shree Cement Limited supports them in appreciation of their talent. There have been about 250 such sessions already. This initiative and these sessions will be covered in a special edition of the Newsletter.

प्रभा खेतान फाउंडेशन हमेशा भारतीय समाज के सामाजिक, सांस्कृतिक, कल्याण और मानवीय पहलुओं के समग्र विकास के लिए समर्पित रहा है। जब हर कोई अपने-अपने तरीके से कोविड-19 महामारी से उत्पन्न विश्वव्यापी संकट से जूझ रहा था, तब फाउंडेशन के प्रबंध न्यासी संदीप भूतोड़िया ने प्रधान मंत्री नरेंद्र मोदी को एक पत्र लिखा, जिसकी एक प्रति तत्कालीन संस्कृति और पर्यटन राज्य मंत्री (स्वतंत्र प्रभार) प्रह्लाद सिंह पटेल को भी भेजकर- भारतीय कला, संस्कृति और विरासत के प्रचार के माध्यम से अपनी आजीविका कमाने वाले हजारों गरीब शिल्पकारों और कलाकारों की दुर्दशा को दूर करने के लिए तत्काल हस्तक्षेप की मांग की गई।

बेजुबानों की आवाज में अपनी आवाज मिलाते हुए भूतोड़िया ने देश भर के स्थानीय कारीगरों, लोक कलाकारों और उन लोगों की ओर से लिखा, जो अपने पारंपरिक शिल्प में लगे हुए हैं। उन्होंने लिखा- भारत की समृद्ध सांस्कृतिक विरासत के ये गरीब, अनसुने मशाल-वाहक सामान्य समय में भी मुश्किल से ही गुजारा करते हैं। इस महामारी के चलते इन असंख्य संघर्षरत कारीगरों, सांस्कृतिक कार्यकर्ताओं और शिल्पकारों को भारी कठिनाई का सामना करना पड़ रहा है। इन कारीगरों और उनके परिवारों को अब अपने आपको बचाने और अपने पारंपरिक शिल्प और कौशल को जीवित रखने के लिए सरकारी सहायता की सख्त जरूरत है। कोरोना वायरस के प्रकोप के कारण उत्पन्न संकट ने भारत की सांस्कृतिक विरासत और हजारों वर्षों से जिंदा इन अथक सांस्कृतिक राजदूतों द्वारा निर्मित विरासत को मिटा देने की धमकी दी है।

यह बेहद उत्साह और राहत की बात थी कि भूतोड़िया को उनके पत्र का जवाब मिला। प्रह्लाद सिंह पटेल ने आशा और आश्वासन भरा संदेश दिया कि सरकार महामारी के मद्देनजर इन लोक कलाकारों और कारीगरों के समक्ष आए अप्रत्याशित संघर्ष का सामना करने के लिए उपयुक्त उपाय करेगी। भारत सरकार ने पहले ही देश भर के क्षेत्रीय सांस्कृतिक केंद्रों को ऐसे कलाकारों की सूची तैयार करने का निर्देश दिया है ताकि वे उन्हें हर संभव सहायता प्रदान कर सकें। संस्कृति मंत्रालय, भारत सरकार ने अपने सभी जोनल कार्यालयों को उन कलाकारों को भी सहायता प्रदान करने की सलाह दी, जो मंत्रालय के साथ पंजीकृत नहीं हैं, लेकिन महामारी ने जिन्हें साधनहीन बना दिया और उन्हें मदद की आवश्यकता है।

संस्कृति मंत्री ने देश भर में जमीनीस्तर पर रचनात्मक क्षेत्र से जुड़े लोगों की दुर्दशा को कम करने के किसी भी प्रयास में प्रभा खेतान फाउंडेशन और उसके सहयोगियों की सहायता का वादा करते हुए, व्यक्तिगत रूप से सांस्कृतिक केंद्रों के निदेशकों और अध्यक्षों को पत्र भी लिखा। फाउंडेशन राष्ट्रीय सांस्कृतिक कोष के सदस्य मनीष त्रिपाठी और भारतीय जनता पार्टी की प्रवक्ता शाजिया इल्मी के प्रति उनके उत्साहपूर्ण समर्थन और प्रतिबद्धता के लिए आभार व्यक्त करता है।

फाउंडेशन अपनी भूमिका बखूबी निभा रहा है। वह कई कलाकारों और शिल्पकारों के संपर्क में है, जो क्षेत्रीय केंद्रों में सूचीबद्ध नहीं हैं। वह जरूरतमंद कलाकारों के हित के लिए प्रतिबद्ध है और उनका सहयोग भी कर रहा है। इस कठिन समय के दौरान ऐसे कलाकारों में से कुछ को प्रत्यक्ष वित्तीय लाभ प्रदान करने के एक विनम्र प्रयास के तहत – फाउंडेशन ने लॉकडाउन लाइव शुरू किया है- जो पश्चिम बंगाल, पंजाब, बिहार, गुजरात, राजस्थान, उत्तर प्रदेश और छत्तीसगढ़ राज्यों में ऑनलाइन कार्यक्रमों की एक श्रृंखला है। जहां एक कलाकार ‘लाइव’ प्रदर्शन करता है और श्री सीमेंट लिमिटेड उनकी प्रतिभा की सराहना करते हुए उनका समर्थन करता है। ऐसे लगभग 250 सत्र पहले ही हो चुके हैं। फाउंडेशन की इस पहल और इन सत्रों को #प्रभा न्यूज़लेटर के एक विशेष संस्करण में शामिल किया जाएगा।
